I finally picked up an OTG cable to connect my Android device to my USB powered USB DAC.
On the PC I was running Windows 10 64 bit with Foobar 2000 and WASAPI. On the phone I used Black Player EX.
While the difference isn't night and day I will say that the phone running Black Player produced a clearer sound with better bass response, better sound staging, and just more listenable overall.
I'm not ready to jump to conclusions here or point out that the PC platform is quickly becoming irrelevant, but this definitely deserves farther exploration.
