Problem getting Sound from USB to DAC on Windows 8.1.....

I am using Windows 8.1 and I am trying out some Streaming Services and cannot get the Computer to output Digital sound from the USB Port. All I can see is the Laptop Speakers in Playback Devices. BTW - I am Trying out TIDAL and on the Settings Screen of the Downloaded Tidal Streaming AP, it has a drop down box for Sound Output and it only lists my Laptop Speakers and nothing else.
I am not that familar with Windows 8.1 or digital streaming from a USB Port to a DAC. What I am doing wrong? Thanks
