Which generation Mac Mini?
For video out early Intel based Minis used DVI then mini-DVI & mini-Display Port. Later units have HDMI & mini-Display Port. Even later units have Thunderbolt ports instead of mini-Display Port (and retain HDMI). Adapters to "VGA" HD15 are available from Apple and other sources, and yes it works.
I've run my Minis on old "VGA" monitors but more recently to TV's with HDMI input.
As for keyboards, I've always used an Apple USB keyboard or compact wireless keyboard. Like the special keys on a Windows keyboard, certain Apple specific keys are very helpful even though there are combination key workarounds. Just about any PC mouse will work... USB or bluetooth.
If you use a wireless bluetooth keyboard / mouse, you can fully control the Mini from across the room if you can see the display monitor from a distance.
