No- you want to make a small adjustment, and the resistances in the cathode cannot be very large or you will loose cathode coupling. If you just had a 100 ohm pot, it would be super noisy and introduce even more distortion. That's why the pot is bypassed.

The control is adjusted so that the plate voltages of the input tube are equal.
