No. V3 has a cathode resistor; where that resistor goes to the power supply should be at least 100uf that is bypass for the power supply. In older amplifiers the cathode resistors of both V3 and V4 tied to the same point.

If you have 330uf bypassing the plates of V4 I'd have 330uf to bypass the power supply connection of the V4 cathode resistors as well.
