(1) Water "dries up", but the liquid medium in an "oil" cap has a much higher boiling point, I should think.
(2) You begin by saying that the tubes (presumably you refer to the 16 output tubes) are outside the enclosure.
(3) Given points (1) and (2), I doubt there would be any problem. But to be certain, you could check on the max heat rating for the Audio Note caps and then determine whether the heat in your chassis reaches or exceeds that number. Usually the manufacturer can provide such information.
