Many times. I have restored some old car amps this way, although I haven't messed around with transformer covers. Luckily for you, you only really have to coat 1 side, so it wouldn't be too challenging to get a nice, even coat. For the textured black, I generally spray a coat of chrome as a base, then bake it at 400 F for 5-7 mins. After this, I let the part cool, then go over with the black texture and bake again at 400F for 20 mins. The nice part about all of this is that you can have a fully cured/coated part in as little as an hour in some cases.
