It's really difficult for me to tell too, too much from the photo. The unit does look like it's been through the proverbial wringer. It's one of the drawbacks to buying used parts.

I do not mix lamination grades (except for our deliberate pinstriped designs) and in the greatest majority of cases each pair of transformers were built as a pair. Meaning that the laminations for the pair came off of the same string and that the two coils will have very tight dcr matching.

After stacking and being put in channel frames the chokes are then varnished with a clear high gloss varnish. The photo seems to show significant degradation of the clear coat varnish. With some areas seemingly stripped of the varnish.

If your buying used you need or should have an agreement with the seller that you can return the units if your not happy with the condition.

And especially with chokes which are not priced too high I would suggest buying new. You'll know in advance the condition which they will arrive in and you'll get the all of the current benefits made over the years in terms of performance.
