With regard to the cell phone either one of the following must be true:
1. The "untreated" cell phone was having a detrimental effect on the perfromance of the system, or
2. The "treated" cell phone enhanced the system performance.
If 1. then removing an "untreated" cell phone from the vicinity of the system should yield benefits equivalent to (assuming the treatment 100% negates the detrimental effect) or even greater than (assuming the treatment is partial only) the effects of having a cell phone "treated".
Anyone can test this premise by leaving their cell phone at work (or in the car, whatever) to see if the absence causes a change in system performance.
If 2. then removing the "treated" cell phone from the vicinity of the system should also remove the enhanced perfromance effect.
Anyone who has had a cell phone "treated" can test this premise, i.e. just remove the "treated" cell to see if the absence causes a change in system performance

While I personally think this so called tweak is second only to the Beltian Photo in the Fridge in complete unmitigated nonsense your report disclosing that it is the phones that are being treated logically yield the experiments layed out above.
