In terms of pattern control- yes. But I have a fondness for old JBL driver/ aluminum diaphragms, where the exit flare is somewhere around 300Hz. You can measure the angle of the exit hole of the driver- you will see there is practically always a mismatch.

The Emilar ek175(?) has a very small opening at the phasing plug, hence has the widest flare I have seen in a compression diver. Take note the driver opening sets the directivity pattern relative to frequency. But, you can fudge the horn flare, to grab some of the driver opening around 8khz.
If you close mic the compression driver opening ( 1/4") with no horn, you will see the wavefront lobes partly due to the style of phase plug. By "pinching" the horn throat into a slight ovoid shape ( only an 1/8" - about 1.5" out from throat or so), you can decrease
the vertical while increasing the horizontal pattern. There is is no so sharp a transition to modify the wave as it emerges from the driver. This is best done empirically.
It is unfortunate that driver manufactures do not consider directivity when designing the phasing plug, and the first flare profile inside the driver.

This is very interesting area of driver design, and modern manufactures would do well to have a closer look at RCA- in my opinion.
