Since you're going to use a tweeter anyway, how about a Tone Tubby? They are available in 16ohm variants and have high sensitivity.
The link makes it seem like a good performer to 4 or 5kHz. Maybe contact them to see which model is best for your application.
An aperiodic box can give you a very flat impedance curve. I've used a fully stuffed tube, taking a few measurements as I fiddled with the stuffing, and gotten the bump down to a couple of ohms.
Note: I'm sure there are other 16 ohm drivers that'd be good, the TT is just what leaps to mind AND is current production (that is: not some vintage unit that was only ever used in jukeboxes in Spain, and goes for $6666 on ebay).
