While not perfectly meeting your requirements (ZMax is a little high and impedance dips a little low, but nominal is 8 ohms), the Eminence Beta 12LTA will get the job done at a reasonable price, but you will need a helper tweeter. Contributor Thorsten Loesch had an interesting design called the Afterburner, that used the long discontinued Radio Shack bullet tweeter. There are lots of tweeters that should work in its place. Also the 12LTA is supposed to be a little different then the 12LT that Thorsten used, but it still looks like a good candidate. As I remember, Thorsten used some kind of notch-filter for the plateau above 1K. I could not find the original plans, but maybe others can help with that.
