I've had a number of 604 variants and even the oldest (mid 1960s) didn't require re-gooping. The reason it seems dry is that it's sticky and it picks up a coating of dust. I have never seen one that actually cracked.
If you're thinking of removing the existing coating and re-applying, you're in for a major project that could end in tears. The coating on the 604-8G at least and probably the others as well, is clear to start with. The accordian surround is cloth and gets a dark wet appearance from the the sealant.
The solvents that are effective for removing the original sealant will also be effective on the adhesive that joins the surround to the cone. It's really not worth ruining the speakers. On the other hand, if you do decide to try this, Great Plans Audio can recone them afterwards with close to original parts.
