If you are crossing at 4000Hz, I assume you have a D130 in the boxes? That would mean you need something really efficient...
In my experience, you would do best to cross much lower, classically a JBL potato-masher at 1200. The D130 has a big drop around 1500, leveling off with a lot of ringing above there to 8kHz or so. A 4K crossover leaves a hole in the 1500-4000 range. There are a lot of decent options like the "econowave" that might serve.
Incidentally, are you SURE the woofers are 16 ohms? In the early days there were "16 ohm" JBL cone drivers with a 5.5 ohm DC resistance; they were re-labeled as 8 ohms eventually. Kind of confusing.
