It might be an illusion but are the tweeters tilted up a little?
IMO you really don't want them to do that. The vertical dispersion of those tweeters is almost nonexistence at the higher frequencies (dashed line).
That may be why it seems like the JBL 2123 is louder than the tweeter when the specs say otherwise. I would point them straight at ear height at the listening position even if that means pointing them slightly down.
