Your woofer choice will determine your final sensitivity. If 95db is close to your target efficiency you will have many choices, depending on your budget. A passive crossover with any 2Ae or 300b amp should be plenty of power. You could also choose to bi-amp with and an active crossover using a small tube amp an top and 10 to 20 watt solid state amp ( First Watt ? ) on the woofer. I prefer tubes for mid bass on up but that is my personal choice. You are always better off giving yourself a little extra headroom when it comes to amplifier power.
