Through a portion of the bandwidth the whizzer and cone will both function, the trouble is that the rear of the whizzer will be doing so out of polarity with the cone, and out of polarity with its own front wave. It's not the best arrangement for increasing high frequency bandwidth and dispersion, certainly not as good as a coax, but it's a lot less expensive method.
