Thinking about it logically, if the title was previously only available on CD then only the studio will have anything above this resolution, so if the studio in question doesn't acknowledge that an SACD exists then it doesn't, at least not at a higher resolution than 16/44.1.
If the title is available as a DVD then I suppose in theory the sound could be at 24/96 (DAD) and this could have been converted to DSD and an SACD produced, but I wouldn't bet on it.
If the price isn't too high and I was a big Mariah fan I'd probably get the 'SACD' just out of curiosity, and if the sound is merely CD quality on the SACD layer (if there actually is an SACD layer which I doubt) I'd post feedback stating the fact so other prospective buyers wouldn't be conned out of their cash, and complain to Ebay who should then pull such future auctions from the seller.
