Divx is named for the failed Circuit City technology, sort of a mockery of what was considered a bad idea, one that quickly failed. The common variety divx file, which may have file extension divx, or more often is stored in an avi container, is a variant of mpeg 4. This is a compressed video format similar to mpeg 2, which is the format used on almost all video DVDs. Mpeg 4 is considered more advanced in terms of its compression technology. In general divx files have a fixed rate of bits/second, which makes them suited for streaming, whereas mpeg 2 generally has a variable bit rate. I'm not sure if these are fixed rules for mp2 and mp4, but that's what I've seen.
Divx is free. Its primary use is to store ripped video DVDs as shorter and more convenient files, with minimum loss of quality. People rip the mpeg 2 from a DVD, transcode it to Divx and store it on hard drive. Most videos on file sharing networks on in the divx format.
