I would tend to think not. I believe those are paper capacitors, so I don't see what there would be to leak out. Besides, in your photo there appears to be a little of the same whitish stuff under a couple of resistors to the left - some kind of powdery substance that just got onto the board? If the amp holds steady bias, you should be fine.
