No, it is more expensive than CD. Remember, the whole SACD/DVD-A battle was fought over who would get the royalty stream once the CD patents expired. Do you know how much the royalty was for a CD? Seven cents! The software companies were willing to spill blood to save seven cents per disc! I can assure you that it costs far more than seven cents extra to make a 96/24 DVD-V disc than a CD disc.
Plus the consumer would never buy it even if someone made it. Even though they have a DVD player, it won't play in their car or their portable, they can't rip it for their friends (at least without de-CSS).
