Simply this - that when it comes to State of the Art analog products, it seems that the magazine may have a different policy. The Simon Yorke is available only from the distributor, and is not sold with a 30 day MBG. The Rockport was available (no longer in production) factory direct, and was not sold with a 30 day MBG. Both of these products were reviewed, and both received Analog Product of the Year awards.
My point being simply that there may be some internal policy at Stereophile which permits them to review components meeting other requirements (regular production, at least).
That may be the case but where Stereophile is concerned, a publication that is well known for articulating their formal review policy, I would think the existence of an unstated "internal policy" very odd. After all as one of benefits of a public review policy is the transparency it lends to editorial decisions and hence unstated exceptions are almost guaranteed to create confusion and criticism.
In any case it seems to me that State of the Art products are covered by SF's stated policy, from the same atricle I referenced a number of times, the March, 2007 AWSI which I believe is the more current statement of policy, we have:
It is not Stereophile's role to help brands without US distribution become established in the US. For formal equipment reports (as opposed to news-item or regular column reporting), products that are distributed through conventional retail channels must be available at five or more US retail outlets (footnote 3). Please note that meeting this requirement does not guarantee a review—many more new products are introduced each year than the magazine has space to publish reviews. I am also starting to feel that even this restriction is too lenient for some high-priced, flagship products that may be available for audition at only a very small number of their manufacturers' franchised dealers.

True State of the Art does not appear but I would think such is covered by "high-priced, flagship products". In light of such an "internal policy" would seem doubly odd.
