A big perfector web offset (prints two sides of the paper at the same time from a roll of paper) press may run up to 20 or 25000 "signature" per hour. On signature is usually 8 pages up and 8 pages down (total 16 pages).
Elle magazine perhaps run 200 or 300 000 copies, so the printing press can be adjusted so the bulk of the run has perfect colors.
Smaller magazine runs (between 30 000 and 70 000) obviously get some waste (the % that the printer can throw away during adjustments of the press) in the final run. In other words, if it takes 1 hour to print the signature, no more than 5 or 10 minutes can go to color tweaking.
