helloas you correctly point out it is the insulation that is the issue here. why not do a search on the web for the manufacturer and find out what the insulation is made of, then cross check with a 'normal' power cord manufacturer and see if it is ok.
you will probably find out that it is ok, after all the power in the US is only 110V (or thereabouts!, seems to depend a lot on where you live!!). We are a bit more cagey in these parts as we use 230V here.
FWIW, when i was at school, a lonnggggg time ago, a friend of mine wired up some desk lamps using telephone wire, I advised him to get rid of it, but he had it working for a couple of weeks before i discovered it.
