The transformers are isolated from the chassis plate so the terminal that attaches to the transformer screw will be isolated too.Terminal 3 must not have paint under it.
Personally, I believe terminal 13 should not have paint under it either. This is because there is a mod you may want to do later on that requires terminal 13 to be electrically attached to chassis. How I prepared my chassis for paint:
I shook my Rustoleum red rust metal primer spray can up before I started cleaning the chassis plates. I also cleaned my work table to the point of shining so I would not pick up dust.
I scrubbed my chassis plates with "orange goop" industrial hand cleaner,
rinsed,
immediately followed by a vinegar wash,
rinsed,
immediately wiped down (outside the house) with 91% alcohol (not rubbing alcohol),
NO RINSE.
I quickly masked the back and sprayed the front with a light coat of red Rustoleum primer.I let that dry for 1 hour and applied the second light coat.
Note 1: I tried water based aluminum primer, it pealed off after I had two spray cans of textured paint applied.
Note 2: Richard had his top plates powder coated for about $12 each. They are gorgeous.
