TThe 5814 is an "industrial" 12AU7 equivqlent, as is 6189. ECC82 is the European equivalent, and 5963 is a close, and acceptable, substitute, I've used these in my original FPII with excellent results. .
The center 12AU7 / 5814 tube in the FPIII is the shunt regulator, the two "channel" tubes are on the left and right sides, respectively.
The usual (about 90+% likelihood) culprit in this kind of problem, in any Bottlehead kit, is a bad or corroded solder connection, even a nice, smooth-looking, shiny solder job can still hide an underlying issue.
