After fooling with these plates for 15 years I don't really think there is any durability advantage to painting the underside. The finish itself is what dictates durability. A good primer and finish coat on the top and the edges should be just fine. If you do paint both sides scrape a little paint off around the underside hole where the safety ground is bolted on so that the chassis plate and transformers are properly grounded to the safety ground of your wall outlet. Signal and chassis ground are connected at the center terminal of each front terminal strip, so the area just around those t-strip mounting holes should also be scraped to bare metal on the underside.
