S.E.X. C4S board problem

Is there any way to test a S.E.X. C4S board? I've built a pair of them, and they look fine, but not a peep out of the S.E.X. amps when I install them as part of the Magnequest transformer/choke upgrade. Both LED's light normally (I think) on one, one lights too brightly and the other stays dark on the other board. I did NOT orient the LED's improperly, though with their silver band hidden once they're in, visual inspection is no help in verifying that. But I was very careful while installing.
Thanks for any help anyone can offer. I don't do well with C4S boards: trouble with two out of three in different Bottlehead kits.
