The "short" is actually just a low resistance reading.Some DVMs allow one to zero out the test leads' own resistance, and most analog meters (like the vintage Simpson 260) don't show low resistance readings very well.
The output transformer secondaries have the black wire connected to the ground buss, so that a resstance reading taken between the two red output binding posts (connectd to the secondary's white 8 ohm output leads) will look like a short, but in fact it is in the range between 1 and 2 ohms. Each secondary windong (between the black and white leads) is between 0.5 and 1 ohm DC resistance.
The DC resistance is not the same as the impedance, which would be 8K for the primary and 8 ohms for the secondary.
