First, I'll agree that 2M ohms is as good as 3.6M ohms. In reality digital meters don't do high resistances well.

You didn't mention any voltage checks, but I understand you aborted since the tubes didn't glow.

You shou(power on, tubes out) from pin 1 to pin 4. It should be around 2V DC. Take care, there are some hurtful voltages inside there (I KNOW).

Check the nine pin tube socket from pin 4 or 5 (they should be shorted together) to pin 9. This should be 6.3V AC. (the other was DC)
