Help! Finished the Paraount but filaments do not glow

Just finished the Paramount in 2A3 version. Checked the wiring and resistance readings. As the manual indicates only 300B version, I just try to check those not peculiar to 300B. Every things seems to be O.K. except for those points that should read 3.6 Meg. I can only got 2Meg for these points and guess that it was the problem of my multimeter.

Power one amp up. However, the filaments did not glow but I can feel that the tubes got warm. So I turn it off immediately. Plug the other amp up, same results! The filament did not glow but the tubes got warm. Turned it off immediately.

Turn the amp up side down and re-check the wiring. Cannot detect mis-wiring. No smoke or abnormal small during power up.

With the amp up side down, power it up. The LED glow. Turn it off again as the filament of the 12AT7 did not glow.

What would be the problems??

Can I continue powering it up for measuring voltages without putting on the tubes? I just want to measure the filament supply voltages.
