So, now I am genuinely stumped as to why the amp's fuse blew, frankly.
If you have yet another fuse to spare, you might want to try connecting the circuit ground to the chassis ground with a clip lead. I would think that the terminal strip might be the logical place to do this, as, if I am viewing it correctly, the center terminal is where it mounts to the chassis, so it would already be at chassis ground. And, the point where the center tap of the HV winding connects to the neg of the first filter cap would be circuit ground.
Power it up with the 5AR4 still out. If the fuse holds, then shut it off and re-install the 5AR4. If you can get it to power up again and the fuse holds again, then circuit ground and chassis ground should read 0 Volts between them, as they are now connected together. If that is the case, then you should have no problem when you add the FP back into the mix.
You can then make the chassis-circuit ground connection permanent.
If the fuse blows again with the two points connected, you might want to try a new post at the top of the page. Sometimes, they get more attention there.
