There's not quite enough info in the picture to, uh, give a clear picture. Presumably the signal/power supply ground is not currently tied to chassis ground. Typically you could tie the negative terminal of your final power supply capacitor to the chassis. See how that dotted red line (for B-, rather confusing) cuts across the mounting hole of the tag strip that the black electrolytics are mounted on? It looks like maybe the intention was to that the tag strip mounting hole is the chassis/power supply ground point. Is it connected there?
This may also be the issue with the Paramour I. The same kind of approach of tying the signal/power supply ground buss to the chassis somewhere near the filter caps will fix that.
