Hi Bob, I recently built the Foreplay III (my first kit, and was very pleased with the sound)-- and while there is no specific direction to solder 28U, I just soldered it during the general catch-all direction on page 34 that says "Go back and make sure every joint that has components attached is properly soldered".
More importantly for your voltage testing, please read the attached thread/link (especially Doc's posts) regarding the voltage measurements expected from some of the transformer terminals, since the interpretation of "infinity" readings for some of the terminals is clarified in the email thread (but not yet in the manual) in a way that makes a big difference in what to expect as far as specific readings from your multimeter. This could save you some unnecessary questioning regarding some of the transformer terminal readings (especially if you are as inexperienced at interpreting "infinity" as I was when building this kit). If you know this info already great, but if you don't know, its better to have this info before you test.
