Bob,

I couldn't find it in the manual either by doing a search. This is what I have on 28U:

Six shield wires from the three sets of RCA inputs
One shield wire from the selector to left volume knob
One shield wire from the selector to right volume knob

If you have total eight on 28U, I say solder it!

FYI, on 28L I have the ground bus and one wire going to the Rectifier socket pin 2.
