just remove the signal connections between the preamp and the amp, and physically separate them a bit so there is no inadvertent electrical connection between them. For the time being, leave whatever sources are connected to the FP hooked up and turned on for the first check.
What I am suggesting that you do is to measure for any potential voltage between the grounds of the preamp and amp. It should be minimal, a few miliVolts AC at most. BUT, if there is a ground-fault between the two for some reason, it may be as much as the AC line voltage!
So, if your meter doesn't auto-range, set it to a range to measure line voltage, then reduce as needed.
MAKE ABSOLUTELY CERTAIN that you do not create a path between the two units with your body, until you have ascertained the potential difference between the two!
