His reference to grounding the filaments is really quite an overstatement. Putting some DC voltage on the filaments can decrease noise, and in some cases (cathode followers) will help keep the heater to cathode voltage in check. With a voltage amplifier like the Paramour, floating the AC filaments will leave them at a voltage level that's generally close to the cathode, which is very small. When you add that little cap to ground (chassis), you give the AC a nice path to ground, but let the filament sit where it wants to. With directly heated tubes, there must always be a path from the filament to groud.
