Shorting 4 & 5 to 15 probably generally wiped out the green board. If the driver tube glows when you switch on your suspect Paramount, the power transformer is ok. The MJE-350 and MJE-5731A transistors likely need to be replaced also (more likely the 5731A). I'm guessing that you have 0VDC on pin 15.
