PJ gave you the "skinny". The EQ network in a magnetic device playback preamp adjusts for 2 things. The velocity response is converted into an amplitude response and the high frequency boost added during the recording process is eliminated.

FWIW, the reasons a piezoelectric phono cart. requires "no" EQ are that it has an amplitude, as opposed to a velocity, response and it mechanically rolls the extra HF info. off.
