Edit: Yes the 0.2 ohms is straight through the heater wire.

I was also trying to be certain that the resistor is in the circuit.

But that wouldn't affect the fuse blowing. It would keep the DC from flowing through the 2A3. The resistor sets the bias current.

What I don't quite understand is "Sawtooth." Are you measuring on an oscilloscope? Do you see a sawtooth riding on DC?

Or do you mean that the resistance rises and falls. That would be wrong! And that could indicate something amiss with the R/C on the cathode leg.

Can you measure the resistor's leads to T11 and T12?

I know this is driving you crazy, but when you find it you will want to smack you forehead. It is always something too simple.
