It's quite possible that you have a faulty 12AU7, try rolling in a different one. I wouldn't pay any attention to the regulator boards until you get at least 5.5vdc on the filaments. Check carefully to make sure a diode or the cap didn't get bumped out when you soldered in the parallel resistor.
