It's also my experience that the Saratov small signal tubes need to cook. After "cooking" they are terrific.

Out of the box they are pretty lethargic, I agree. It even shows on the tube tester. After they wake up they test (and sound IMHO) really good. I have no real experience with the EF86 line, but I see the exact phenomenon you describe in the 12AX7 lines (except the LPS - why I don't know). I though I'd share that in case it would help.
