The double sheet rock is definitely one of the best bang for the buck treatments for reducing outside noise. Another one is staggered studs - typical approach is to use a 2 by 6 top and bottom plates in the walls and then set a series of 2 by 4 studs flush to the outside, and another set of 2 by 4 studs flush to the inside halfway between the other (outside) set. In a remodel, you can fur out the top and bottom plates with 2 by 2, and set a series of studs flush to the inside in between the existing studs. It gets you some of the isolation performance of the sophisticated store-bought isolators.
Another alternative is to hang the double-rock on horizontal furring strips set on the stud wall. Lots of variations on these themes are possible; the steel hat sections with isolators are a high-tech version of the same idea.
