I highly recommend the PAC International RSIC-1 for sound proofing.
My first attempt at home theater was unusable because I could not turn up the volume at night when the kids were sleeping. Sort of defeated the purpose.
When we moved to our new house, I finished a part of the basement using these. Now I can turn it up at night without disturbing anyone. In addition, the HVAC on one side and the dishwasher above does not disturb me either.
Use them with double drywall, don't let the drywall touch in the corners, and acoustic caulking. The cost really isn't that much when you consider what people pay for power cords.
