34dB is a gain of 50. Multiplied by the cartridge output of 4mV, that is 200mV (0.200 volts). The SEX amp has a sensitivity of 0.62 volts for full output. CD players can usually put out 2.0 volts.
That's not the whole story - those voltages are not strictly speaking comparable - but it's enough to indicate the problem without getting bogged down in endless technical details!
As I see it, you have several choices:
1) Crank the volume control all the way - there's nothing wrong with that, it's just a knob - and if that's loud enough, just enjoy the music.
2) Get a phono preamp with more gain. The Seduction has 36dB, only slightly higher, but with the C4S upgrade it's 40dB. 40dB is a gain of 100 times. Some phono preamps have up to 50dB gain on the MM input.
3) Get a higher output cartridge. Not easy, the Ortofon has (I think) 4mV and cartridges of 5 or 6mV are about as high as they go.
4) Add a preamplifier. As you asked - yes, the Foreplay (or most other active preamps) will add gain, usually at least 10dB (a gain of 3 times).
