Thanks to all for the suggestions. Now, having de-soldered the diodes from the 6.3V taps, and pulled the tubes, the fuse still blows immediately upon power-up (I have a nice little pile of blown fuses, just to be sure).
So do we conclude it's the transformer? How would I get a replacement?

ps the 'extra lead' off the R tap in the photo is just the lead of the diode curled around the terminal before soldering, I've now trimmed it so it would not be an issue. Seemed like it had plenty of clearance in real life, but unnecessary to keep it.
