he meant to remove the twisted pair of wires from the 6.3V windings at the transformer. That is the easiest place to remove, reapply them. And take the tubes out so nothing will draw any current (blow the fuse).

Then just measure the output voltage on the 6.3V winding, and I would check the high voltage.

BE VERY CAREFUL, that kind of voltage hurts pretty bad. And if you get on it solidly it could kill you. (That is why meter leads are insulated.)

This idea is a trouble shooting method where you cut the circuit and see if the problem is before the cut or after.
