For your filament voltage, recheck the connections at the filament diodes. If one is not making a good connection or is damaged 4.5v is about what you get.

As to a bad tube. Normally I would say look elsewhere. However I just built a Seduction and one of my Sovtec tubes was bad. I thought at first I must have screwed something up but no, one of the triode sections would pull the plate voltage down to ~35v. If you can scare up another tube without too much trouble... and no, at this point no matching is required…John

But it’s the sense of satisfaction I get, by getting it to do anything at all…
