Edited:It looks to me like the H1 etc. terminals are in the heater supply circuit. So, if one channel works, those voltages, back at the power supply, must be ok. But it could get lost on the way to the second tube.
Maybe we should find out why the other channel is out?
Do both tubes light up? It could be the heater wiring that jumps from one channel to the other (the terminals in the twenties). If there is no heater voltage, the LED will not light because the tube doesn't conduct.
