Most likely your power line voltage is lower than the nominal 120 volts AC "design center" value, causing all the voltages to be low. With a low heater voltage, the tube may not be drawing enough current, which would be consistent with the LED observations.
If that is the case, and if your line voltage is reliably low, we can just change the 1.2 ohm resistor in the heater power supply to a smaller value, which will let the tubes get hot enough to draw current and light the LEDs. Check your line voltage, and I'll make a guess for a suitable resistor.
Oh yes - what tubes do you have? Different tubes draw different heater current which also affects the calculation.
